Steps to reproduce:

Move the Bookmarks bar next to the URL bar. Restart the browser. Visit www.reddit.com/r/firefox

Drag and drop the URL onto the further-right corner of bookmarks to create a new bookmark. Do this the total of three times to have three bookmarks. Right click and delete all three. After deleting the third /r/firefox bookmark, the entire Bookmarks Bar and Addons Bar are automatically moved under Overflow Menu (see second image).

It's also possible to reproduce it the following way:

Move the bookmarks bar on the right side of the address bar, and drag and drop a URL to the right size of the bookmarks bar, three times. Now, instead of removing those three bookmarks, open Customize and change the UI density from Normal to Touch (or vice versa). Exit the Customize mode and the Bookmarks toolbar will disappear under the Overflow menu. Tested with a new profile on Nightly 60.0a1.
