:kohel - note that the current OAuth based Jira<->GitHub application can not be deployed in the 'Mozilla' organization due to security concerns. So that won't be a great implementation model to follow.

You may want to discuss any proposed architecture with EIS & SecOps before implementation. You'll be on more solid footing is you build a "GitHub App" which only requests the minimal permissions needed. (I'll be on PTO shortly, so cc'ing Gene.)
