With the new experiment ratios, there is no longer random enrollment of "no experiment" so there's 9 possible randomizations now that can be set with these normandy user_id:

I have verified this issue with the latest Firefox Nightly (69.0a1 Build ID - 20190522152821) installed, on Windows 10 x64, Arch Linux and Mac 10.14.5. Now, I can confirm that the user is enrolled in one of the experiments based on the "app.normandy.user_id". Also the "activity-stream-firstrun-trailhead-triplets.branch" and the "activity-stream-firstrun-trailhead-triplets.type" properties are displayed in the "about:telemetry#environment-data-tab_experiments" page.

This landed in 69 and 67.0.1 but missed 68; but we probably don't want experimentation anyway and will have a default set in bug 1552280.
