1562330 - Upgrade Firefox 70 and NSS 3.46 to use NSPR 4.22

We should release NSPR 4.22.

It feels a little late for FF69 because we're late in the cycle, and we haven't yet done any testing of the changes from the past months with FF, so I suggest to wait until after FF 69 branches for beta, and target FF70.

I don't know if the static link fix has already been tested on all Firefox platforms, so I've submitted a try build:

I see manual landing into mozilla-inbound is discouraged, so I'll have to use phabricator/lando.
