The about:preferences and about:addons pages are displayed without any UI issues.

The about:preferences and about:addons pages are not being properly displayed.

Just going to make this easier to find so we don't end up with yet more dupes.

Summary: Broken UI is present for the about:preferences and about:addons pages → Broken UI (mix of dark and light background colors / colours) on about:preferences (options) and about:addons manager pages

In bug 1583403, some styling was moved from a "window,dialog,wizard"
section to ":root" which changed the specificity and overrode styles
in common.inc.css. Changing common.inc.css to also use ":root" fixes
the issue.

I have reproduced this issue using Firefox with build ID: 20191002181251 on Win 10 x64.
I can confirm this issue is fixed, I verified using Firefox 71.0b7 on Win 10 x64 and macOS 10.13.6.
