In order to make ThreadSanitizer (TSan) usable for testing in CI and Fuzzing, we need to add a tier1 build to avoid regressing the build while we work on tests. Tests will be added gradually in separate bugs, in conjunction with the appropriate modifications to our suppression list.
Unlike UBSan and LSan, this sanitizer cannot be combined into the existing tier1 AddressSanitizer builds because ASan and TSan are mutually exclusive.
