This is a tracking bug for the following "phase 2" enhancements to the DoH UI:

• Ability to select from multiple TRR providers in settings (this should already be implemented, but needs to be verified)
• Ability to select "always on" (no fallback) mode in settings (mode 3)
• Ability to force certain listed providers to "always on" mode (no option to choose fallback mode for these providers)
• New "connection failed" error message allowing user to temporarily disable DoH when in mode 3

We verified this, indeed the UI to select multiple providers already exists. It was added in bug 1545242.

• Ability to select "always on" (no fallback) mode in settings (mode 3)

Filed bug 1596841.

• New "connection failed" error message allowing user to temporarily disable DoH when in mode 3
