Browser.search.order should be be moved from the locale preferences and go into list.json
Default search engine was moved in Bug 1460232
At some point there will need to be something similar to Bug 1478219 to tidy up the locales but there is also the mapit_url movement to be done too (Bug 1630379).

As you can see from https://dxr.mozilla.org/l10n-central/search?q=browser.search+path%3Amessenger-region&redirect=false Yahoo (or a localised version) is mentioned a lot but there's only Japan's version in https://searchfox.org/comm-central/source/mail/components/search/extensions
