This is tracking work for shipping ETP shims which permit users to opt-into unblocking specific resources. This requires updates to the ETP user-interface to reflect when specific resources have been unblocked.

The changes have landed in time for 89, and a roll-up PR is pending for uplift into Android Components as part of our webcompat addon update in https://github.com/mozilla-mobile/android-components/pull/10101.
