1824290 - Remove customization areas from tab bar and menu bar

The tab bar and menu bar had customization areas that belonged to the mail-bar3 XUL toolbar customization. With the unified toolbar, we're replacing the old system in the main window. These old areas are being migrated to the unified toolbar in bug 1824156 for the mail space (and for the other spaces whenever those are ready).

We should then remove customizability from those areas so we can remove the old mail toolbar from the main window. Note that it is staying available in the message reader window.

Testing completed (on c-c, etc.): manual upgrade testing while the patch was in review.
