As per the screenshot, the message notification displayed on Windows 11 is not properly sized, showing a double closing button with its content bleeding outside the boundaries of the popup.
Maybe a regression from bug 1703164?

That was converted ages ago so I would assume not. But perhaps bug 1871389?

Not entirely.
It seems that something else broke the inability of respecting titlebar=no
