Add native EWS support to the account setup flow. This involves:

• Refactoring outgoing server support to allow several server types
• Incorporate the incoming server implementation from bug 1860333
• Adapt the existing frontend code to use the internal types if EWS is available on the server

It is likely that more work will be required in this area as we test and polish the implementation, but the above are at least the first required steps.

I think this bug can be closed now that most moving parts have been implemented. There might be more polish needed, but that should be done in a separate refinement step.
