There are a number of limitations with rusttests which block moving app-services into moz-central - this bug is to track them.

Removed https://bugzilla.mozilla.org/show_bug.cgi?id=1977641 from the list. Now that we can run the tests with cargo, I don't think we need to worry about ergonomic issues around ./mach rusttests.
