Especially with Thunderbird coming close to a milestone release, people should
be able to vote for its bugs.
It appears this has been fixed.

I want to vote for bug 215576 but there is no "vote" related link. 
I found a bug for similar problem but different owner/different requred action.

Not being able to search Thunderbird bugs by number of votes really slows me
down in Bugzilla.
