I just upgraded from PR to RC2 through Sw update (following these instructions:
http://www.mozilla.org/projects/firefox/qa/softwareupdate.html), after upgrade i
restarted the browser, but ther was no more "Help Content" and "For Internet
Explorer Users" links in the Help-menu. After upgrade the Help menu looked as
follows:

-Divider
Promote Firefox
-Divider
About Mozilla Firefox

I also have this bug. Upgraded by software update from PR.
Another problem, pressing F1 has no effect. For all intensive purposes, help is
entirely broken.

I noticed that it downloaded a new help file but then I didn't see it getting
installed later...

This should block in my opinion.
Tracy and I are investigating this right now. Will report back with our findings.
confirmed: upgrade from 1.0PR to 1.0rc2  removes "Help Content" and "For
Internet Explorer Users" links in the Help-menu.

note: "Help Content" and "For Internet Explorer Users" links in the Help-menu
are present in rc2 with a clean installation of the build.

I'm having a hard time reproducing this. Please zip up the following and attach:

C:\Program Files\Mozilla Firefox\install.log (or whever you installed it)
C:\Program Files\Mozilla Firefox\install_status.log
the contents of:
C:\Program Files\Mozilla Firefox\uninstall
C:\Program Files\Mozilla Firefox\chrome\chrome.rdf
C:\Program Files\Mozilla Firefox\chrome\installed-chrome.txt
the contents of:
C:\Program Files\Mozilla Firefox\chrome\overlayinfo

+ for investigation today. 
Flags: blocking-aviary1.0? → blocking-aviary1.0+
Help Contents and For Internet Explorer Users also works fine for upgrading from
RC1 to RC2 via the update wizard (noting that I had to change app.version to
0.10 and then back agian after update).
Confirm: updated from RC1 to RC2 using update mechanism. Help menu has only
"Promote Firefox" and "About Mozilla Firefox" items (plus dividers).

this isn't a problem on linux fc2. Help Contents, Promote Firefox and About
Mozilla Firefox remain in the Help menu (no changes).

however, one change I did notice from 1.0PR -> 1.0RC2 is that the default
homepage changed:

1.0PR the default homepage (Prefs > General) is
http://www.mozilla.org/products/firefox/start/

upon upgrade (through this test) to 1.0RC2, the default homepage textfield in
Prefs > General is empty --not about:blank, it's blank.

is this expected or another bug?

Uploaded install files as requested.  I reproduced the same problem, the only
help file options showing are Promote Firefox and About Firefox.
Can I get you to attach overlayinfo too?
I checked out my files and noticed there is no overlayinfo in the Chrome
folder?  It seems to be missing (if I'm looking for the right thing), didn't
notice that until now, if I think I know what you are talking about.  I took a
quick screenshot of my Chrome folder, I'm sure you can tell if somethnig is
missing or misplaced first hand.
Yep, overlayinfo file is missing.

I just showed this to Ben on a test machine. He touched the C:\Program
Files\Mozilla Firefox\chrome\installed-chrome.txt file. That made the
overlayinfo file appear and the missing Help items appear in the browser.

Ben said he knows what's happening.
we're also going to need a patch for RC2 users with this issue... right?

using FF v 1.0 PR in an xp environment.  My Tools drop down menu only shows
Session Saver & Web Search.  It does not show any other options like Themes,
Options, Extensions, Autofill, etc.

While this sounds like virtually the same problem as the bug exhibits (though
not in the Help drop down menu), it may or may not be related.

I just upgraded from 1.0 PR to 1.0 Final using SW Update and lost these two
items from the Help menu. Has this not really been fixed?

I am seeing the same issue on multiple XP machines. On some of them F1 will
bring up the help files, while on others nothing happens.

These are all from 1.0PR to 1.0 Final.
