Should this bug only include issues on how compatibility mode is triggered, or 
should it also include problems caused by particular quirks?

This bug is to track the issue of triggering compatability and standard modes.
However, if any bugs depend on the triggering working correctly, then they may
of course be entered as depenendent on this one. In fact, I will add two such
bugs to the "thus bug blocks" list now.
Also adding HTML4 dependency bug 7954 and css1 and css2 keywords.
Do we really need to connect all NavQuirks issues to this bug?  Why not connect
them (not necessarily with dependencies) to bug 31932.

Why not indeed. We could even do both! ;-)
The only thing I am particularly worried about is having a single place to go 
to find the list of bugs currently covering the issue of how to _detect_ 
compatability mode -- I don't mind what happens beyond that.
