Now that dictionary's detail pages are accessible, we need to make sure a) they show up when searched for, and b) that there is a way to find not-public dictionaries through a "show all" listing page.

Mike and Basil, should we add this to TM 3.2.1 then? I also like the idea of linking to the dict/lang pack details pages from the list on the landing page rather than installing the file directly (as suggested by Axel over there in bug 426500).
This is important but is not something we should try to tackle for 3.2.1. We need to work out exactly the page flow and details associated with making. Strong candidate bug for AMO 3.4 (Fx3 Readiness release). As with search engines, when we gave "first class" citizenship to these add-on types, there were lots of edge cases we needed to worry about. So, I don't want us to rush over the next week and get it wrong.

Basil, this does affect our ability to review, and publish, additional language packs for Firefox 2, as exposed on http://www.mozilla.com/en-US/firefox/all.html#lang_packs. It's not a problem for those that are actually linked there, but to extend that list, users need to be able to find the add-on page and comment on it. I don't even know how to get from the file link to the addon itself.
So, you can extend the list on all.html, and link to new langpack details pages but for the short-term users will not be able to use AMO site search to find these add-ons. They are not indexed. We'll have to point potential users/testers to these pages directly. It's unfortunate for the short-term.
