I assume they are obsolete, are they not?

Some might be simply obsolete, some are owned by NSS, and some are useful markers to dead code. For example, there's no point or benefit in removing modules/libjar/test/makefile.win without also removing modules/libjar/test/TestJarCache.cpp, and in fact removing just the makefile.win would cause actual harm, by making it much less likely that anyone would realize how dead TestJarCache.cpp really is.

Obviously: whatever code related to these files only should be removed at the same time, as usual.

According to the link in the URL field, there are 4 left:

/dbm/include/Makefile.win
/dbm/src/Makefile.win
/security/nss/lib/freebl/mpi/Makefile.win
/python/which/Makefile.win
The first 3 are in NSS, and the last one is in an imported third-party Python module, so I think this is done.
