Description

This is a meta tracking bug for all UI changes in Firefox that are related to user notification.  This includes:

-Transitioning notification bars to the "door hanger" click outside to close panel design
-Dealing with Application level notifications, like important security updates
-Dealing with all startup and on close dialog box
-Dealing generally with pop-up dialog boxes across the application, including attempts to create javascript dialogs modal their their particular execution stack

This project bug now covers four different types of notifications:

1) Home Tab Snippets (bug 588230): application level notifications (previously these were modal dialog boxes)

2) Identity block doorhanger panels (bug 588240): site level, non-modal notifications (previously most of these were notification bars)

3) Tab modal panels bug (bug 562258): site level, modal notifications (previously these were modal dialog boxes).

4) Content area pages (bug 588242): site level, modal. (things like about:privatebrowsing, neterror, etc.

Adding a fifth type that we can convert notifications to, which is to remove
them.
