This is a meta tracking bug for converting site level notification bars to doorhanger panels originating from the site identity block.

Note that these panels are only for notifications that are related to the user interacting with a particular web site (geolocation, password manager, etc.)  Any Firefox level notifications (software updates, etc.) are being implemented as home tab snippets in bug 588230.

While this bug is tracking the conversion of many different notification bars to the new interface, note that the implementation work for the first instance of this panel (for geolocation) was done over in bug 398776
