1324850 - please deploy balrog 2.15 to stage/prod

Balrog version 2.15 is ready to be pushed to stage. Please deploy the new Docker image master-2016-12-20-17-58 the admin and public webapps, and the new Docker image for the Agent master-2016-12-20-17-58.

We'd like the production push for this to happen sometime between 11am and 1pm pacific on Tuesday, December 20, 2016.

This push requires a schema change that needs to be done _prior_ to the new code going out. That can be performed by running the Docker image with the "upgrade-db" command, with DBURI set.

Are you OK delaying the deployment until Thursday 11am to 1PM? 
I enabled debug level logging for bug 1324779 to see if the nightly issue happens again.

Yeah, that should be fine. We build a release "late PT" on Thursdays, so as long as we're done before that, we should be in the clear.
