We'd like to enable the av1 video codec in nightly for experimental testing. This is a tracking bug for relevant issues.

Lits have contacted me directly stating on how much of a bad idea that was. It would only encourage people to create file with non stable version of the library. And that those files would haunt us forever.

Ffmpeg folks almost unanimously expressed their concerns on the matter.

Nightly-only for now, we support a specific bitstream
revision of this new video compression format for testing
with website authors.

See media/libaom/README_MOZILLA for the specific codec
commit hash our decoder expects.

It's a nightly-only experiment, and there's a way for web authors to verify bitstream version. I think that's fine; we're not putting this into release yet.

Safety is a good point. I'll file a test plan.
