Why is it that changing this in the UI modifies: datareporting.healthreport.uploadEnabled but not: toolkit.telemetry.unified
This is because "toolkit.telemetry.unified" is an internal signifier of whether the Telemetry system is operating in Unified mode or not. This is a mostly-historical detail that will be retired as soon as our last non-unified Telemetry client (Fennec) is updated to no longer use this legacy mechanism.
