+++ This bug was initially created as a clone of Bug #1473529 +++

To take advantage of the new notifications, we must convert the existing ones to the new system and fix consumers to properly handle batches.

We should replace all the notifications in nsINavBookmarkObserver, we can do that in chunks in dependent bugs.
