Details
Create an experimental UI that would allow a user to turn on/off restricted cookie access from trackers globally.
* Create a pref that turns on/off the UI. All the below UI will be gated on that pref.
* Add a section to about:preferences that lets the user turn on/off the setting globally. Call it "Tracking Cookies" for now. UI mockups to come soon.
* Add a section to control center that indicates whether Tracking Cookies are blocked on a specific page or not. UI mockups to come soon.
* If a user "disables protection" in Control Center, stop blocking Tracking Cookies for that site, until the user re-enables protection.

Let's call this fixed since it was filed for the 63 UI which shipped earlier this week.
