I can help with the bugs here.

Mike, with Bug 1584790 landed can we enable this by default on Linux? The remaining bugs are for minor window managers only. Or are there more general PIP bugs opened which need to be fixed?

Sorry for the delay. I'm going to be looking at what it takes to enable PiP by default for 72, once we've had the opportunity to QA it for a bit.
