The internet at large was not ready for for this, and a great deal of sites implicitly use transforms in their Firefox specific code, not Zoom.
Who exactly did you think was ready for this, honestly?

We haven't seen significant fallout from bug 1901497, so this seems
worth trying, and avoids the weird "always enabled" JS APIs that we had
to add for zoom.
