Description:

It seems that certain videos don't refresh frames correctly on the video surface so it looks like a still image.

STR:

1. Open youtube (e.g. https://www.youtube.com/shorts/sdxyPldHuJQ)
2. Press play

AB:

Image isn't updating or you only have part of it updating with a delay compared of what should be visible.

EB:

Video should update frames correctly.

Moving the mouse pointer in and out of the embedded video causes the video frame to update normally for about 0.5 seconds.
Video playback continues while the video frame is incorrectly updated.

Verified as fixed on Firefox 129.0b5 and Firefox Nightly 130.0a1 on Windows 10, Ubuntu 22, macOS 14.
