Removing the l10n bugs, since this is about i18n (actually, bug 166685 might be l10n, too). i18n is "roughly" making sure apps can handle "international" data formats (charsets, input methods, etc.) whereas l10n is "roughly" making sure apps display their interface in the user's language.
