Details
The existing skin we're using on bugzilla.mozilla.org was an attempt to bring in the look and feel of the parent mozilla.org website. However it's turned out to be a bit of a hacky attempt at it, and it needs "professional help" :) It looks sucky in Internet explorer, and in wide windows, and so forth, as well as other minor oddities depending on useragent.
This is a metabug, I'll add some dependencies shortly.

How can anyone fix these? Is the skin in a source code repository somewhere? Or is it just a set of files on the server?

sgarrity, Wolf, I, and some others worked on the new skin somewhat. You can check it out at https://landfill.bugzilla.org/prodpatches/.

b.m.o. now defaults to Bugzilla's "Classic" skin, not a custom one.
