519644 - Toolbar and customize are broken menu frozen

Was ok on 20090924 or 25

str
-rightclick and customize on toolbar
1.customize window is empty and no text icon small/large etc work
-done or close customizing window 
2.the top menu is gray and inactive and no way to gat back but restart

speculation
1. toolbar is lacking attributes, defaultsets etc and it's state is hardcoded
related bug 519607, bug 516672, bug 426786
older and may not relate  Bug 467933

2. Is a bug I encountered also in older exptoolbar and my own explore toolbar and I considered poor design for the customize thing, but not able to actually find bug or mdc doc for that area

I consider this severe UI damage, or is it part of experimenting with some icon modes sizes etc?

So much so, I'm going to mark as a duplicate.

Please check again after today's nightlies.

exptoolbar is old and I doubt hasn't been updated. If you've got issues there (or with your own extension) it is best to ask on mozilla.dev.extensions or mozilla.dev.apps.thunderbird before raising a bug.
