Details
This is blocking a bunch of installer work, so we no longer want to wait on deploying an entirely new version of MozillaBuild (bug 594474) to get this single package.

FYI NSIS 2.33u was deployed in mozillabuild in bug 404590
And it was Bug 569534 for 2.46u
Both are still in mozbuild now.

To followup on this bug:
1) bug#763019 and related bugs now track new mozillabuild1.6.1.
2) Meanwhile, we've manually deployed new nsis 2.46 in bug#762218.
