Tracker ticket for enhancements to xplat build infrastructure. "xplat" is the moniker for the configure.py infrastructure for generating Makefiles that our buildbot uses. (fklockii has built up a pile of features to add to xplat, but did not act on them because of a hypothetical "shift to gyp" that was supposedly coming in the future. At this point fklockii does not see when that shift will happen, and even if it does, all of the features fklockii has wanted to see in xplat should similarly be provided by the gyp-build, so it is still worthwhile to track them so that if they are added somewhere, be it xplat or gyp.)
