Using this bug for Windows 8 test infrastructure and separating it from the "metro tests". That way IT and releng know exactly what is left to run current set of unit tests (rather than future coming Win8 metro tests).

For instance, an ssh daemon has nothing to do with actually running tests but allowing releng to manage the machines.
