OK, it turns out there's no way to actually make this work like it does on
win32, because there's no way to tell if the plugin handled the event.

Bug 95541 is the keyboard scrolling version of this bug.
And bug 78414 is for keyboard commands.

Bug 409669 comment 11 described further improvements that could be made.
