OK, it turns out there's no way to actually make this work like it does on win32, because there's no way to tell if the plugin handled the event.

Wheel-scrolling over a flash plugin in a page works cine in Opera on Linux.

What is the problem? Flash problem? Now there is flash 9.0 there is nothing that can be done? Please update linux users, thanx :)
Bug 95541 is the keyboard scrolling version of this bug. And bug 78414 is for keyboard commands.

Bug 386687 fixed much of this for XEmbed plugins. Bug 409669 comment 11 described further improvements that could be made.
