Bug 1579952 is transitioning all our xul files to xhtml files. As part of that, we're disabling rules for the files that are failing at the time of transition on those files.

This bug is a meta to track enabling of the rules for those files. At the moment, I think we should do this after enabling prettier on html/xhtml files (bug 1560186), since this will provide auto-formatting which will avoid issues like changing the lengths of things, then having to re-format manually.
