I've added a few open bugs to this meta.  If someone sees value in keeping the meta open for purposes of getting "subscribe" bugs fixed faster please update the bug.  If it becomes out of date or doesn't get used it may get closed for lack of value/interest :(

In bug 517966 we want to flip the default for new accounts from true to false due to complaints about lacking folders and the whole thing originally designed as a bandwidth saving measure, which is no longer applicable.

Please comment there if you have feedback, especially if you disagree on this.
