If you mouseover a Personal Toolbar button to display a tooltip, then move off
of the button, the tooltip never goes away (unless you mouseover the tooltip).

Any time you even cross a Personal toolbar button for a split second, the
tooltip pops up and doesn't go away until you click or mouseover it.
It is also impossible to minimize the Firefox window while this tooltip is
showing. It will pop back up immediately and steal focus.

Are you moving the mouse over the tooltips when you remove the pointer from the
Personal Toolbar button? If so, that will make the tooltip go away.

I have tested this with a fresh profile and I still see the issue on XP SP2.
This issue was introduced between 20050222 and 20050225.
It was introduced between 2005022307 and 2005022407.
Not being intimately familiar with the codebase, the only thing I can see in
that 24-hour period that seems even remotely related is the patch to Bug 282735.
I don't think XBL children would affect tooltips, but maybe I'm wrong.
If you are going to reproduce this, follow these steps:

1. Place the mouse pointer somewhere in the content window of Firefox (i.e., below 
   the Personal Toolbar).
2. Move the mouse up to a button on the Personal Toolbar folder and park over the 
   button until you see a tooltip.
3. Now, without crossing over the tooltip, move your mouse back into the content 
   area (don't click in the content area).
4. Wait.

The tooltip will never go away no matter how long you wait. Once you click it
will instantly disappear.

I can reproduce this 100% of the time with 20050224, 20050225, and 20050226
trunk builds. I cannot reproduce it with 20050223 trunk.
The cause was the checkin to bug 125386. See bug 125386 comment #50.

In fact, this affects other things on the toolbars, too.  The mouseover effect
on the back/forward buttons sometimes "stick", too.  In addition, their tooltips
sometimes don't go away, either.
This should be fixed now, as the new patch for bug 125386 was checked in yesterday.

That bug is still showing as open (9:56 AM Monday Eastern Time).
