This lacks any description. Could you please post a description of what exactly you want to accomplish here?
* Do I have to be on a certain appstore to install this?
* Is it a ZIP or an APK?
* Do I have to have the runtime already installed on my Android, or will each webapp come with the runtime, or with the appstore detect whether I have the runtime and send a different installable?
Also maybe a timeline? Q1/2013 has long passed.

Hi Ben,
Sorry for the lack of context. We're using this to track requirements for the engineering work we're doing in bug 934756, bug 934758, bug 934760, and bug 934761.

We will support all app stores on android, we're still figuring out what we can land in our first version
> * Is it a ZIP or an APK?
We're going to create an APK for each open web app. If the open web app is privileged, then the APK will contain the same signed packaged app ZIP you would install on a Firefox OS device.

Each webapp will look for the runtime and prompt you to install it if it's not found.

We're planning to land the first versions of this in Firefox for Android 29.

Thanks! That clarifies a lot. And I like it.

To clarify support of all app stores is that we are not limiting the solution to work only with the Marketplace but we don't support submission of the apk into app stores, e.g. Google Play or Yandex.
The support of any app store is also to enable any open web app to be synthesized via the APK/Factory.
