There are a couple of bugs that need to be fixed before we can flip the pref for the new CSS-frame-using SVG text support on.

There are mochitest failures in some of the content/svg/content/test tests with the pref enabled.

Forgot to depend on this bug, which shows a 1px off invalidation problem on dynamic-text-06.svg on Android. :\
