There are several bugs about drag and drop issues reported since AB has been
converted to Outliner, as well as reported before then. Some of them seem to be
related or duplicate, some are probably no longer valid, but it's currently hard
to bind them together. This bug is intended to serve this purpose.

Anyone still actively using this bug? I'd like to close it off as the last comment was 2003, will keep dependencies & blocking lists though so that as their state changes cc'ed people will still be notified.

It looks like this bug isn't really being used now, therefore I'm going to close it as invalid, but leave the dependencies for people to track if they wish. If this bug is really being used, then feel free to reopen, but I don't see that its worth keeping a tracker bug for these issues at this stage.
