In meta bug 1212830 I focused on implementing the minimal requirements for supporting runtime permissions (without the need of additional strings and UI).

The Android guidelines mention ways how to explain the user why permissions are needed, how to handle denied permissions and other best practices. There's room to improve our very basic implementation. This meta bug tracks all the improvement ideas we have.
