1398209 - [meta] UI elements showing incorrect locale

Some of these bugs are a failure to response to locale changes.

Some are a failure to invalidate strings or UI elements correctly.

Others are different classes of bugs.

They all have one thing in common: the wrong thing shows if you're changing the locale used by Fennec.

"See Also" are bugs that improve things in general. Block specific bugs if you have a specific fix!

I'd rather not track a meta bug.  If there are specific components of this that need fixed in 57 please nominate them individually.  Thanks.
