The MixedContentBlocker doesn't support fission, there are multiple tasks here to get this working.

This bug is needed to fix the "Core::Security: PSM" mochitests failures for Fission milestone M4.1.

Adding MixedContentBlocker meta bug to Fission M5 Dogfooding milestone because ckerschb recommends we fix MixedContentBlocker before dogfooding.

Fission Milestone: M4.1 → M5a

Correction: ckerschb says mixed content blocking doesn't need to block M5 Dogfooding if we warn potential users before they start testing. So moving this meta bug back to the M4.1 Mochitest milestone because it blocks MixedContentBlocker mochitests.
