98417 - Need to freeze a few embedding interfaces [Meta Bug]

The doc which i'll be attaching shortly gives a snapshot of where we are now wrt
interface freezing for embedding.

The idea is to move items from the "Ready To Be Frozen" and the "Cannot Freeze
Yet " sections into the "Frozen Interfaces" section.

I just checked in the mods to freeze nsIInterfaceRequestor (97667). it's now frozen.

Changing this to a Meta bug to keep track of embedding specific interfaces we
want to freeze in Phase 1.

Will be filing bugs against owners for the actual interfaces which need to be
frozen shortly...
