This is a bug to track bugs with user-contributed patches that are rotting for
lack of review.
If you want to add a bug to the list of dependencies here, PLEASE PLEASE PLEASE
make sure that the following are all true:

 - the bug has a patch that has not been obsoleted, whether by a comment or by
   a marking in the patch status
 - the patch applies and builds, using either 0.9.8 or a trunk in the last week
 - the bug has been futured, or assigned to a milestone after 1.0
 - the patch passes all test cases presented by the bug, if appropriate
 - the patch has been updated to meet ANY REVIEW COMMENTS.  Yes, we know that 
   some  of them may seem nitpicky, but if the module owner or super-reviewer
   has chosen a nit, you must pick it.  We're going to have a lot of patches to
   go through, sadly, so it's going to be _very_ tempting to skip over ones that
   haven't been updated in this way.

We might ask you to do some performance testing, if the bug touches a critical
path and we're not confident about it.  Just so as you know.
