1548031 - Enable the Quantum Bar

We are ready to flip the pref. We'll need a relnote for a behavioral difference that may affect users, the fact removing history for a result now requires SHIFT+DEL or SHIFT+BKSP on all the platforms, while before shift was necessary only on Mac. We'll write a better relnote later.

I did another QuantumBar try run today, and the only thing test issue I know remaining that is blocking the landing for this is bug 1522440.

[Suggested wording]: 'A rewrite of the AwesomeBar using Web Technologies only (HTML, JS and CSS), which is different in that results that overflow now have a nice fading effect instead of an ellipsis and removing history items from the results now requires a different key combination on both Windows and Linux: Shift+DEL or Shift+Backspace.'
