We need to disable some menu items or toolbar buttons depending on whether they apply to the contents of tabs or the state of the browser.
This will replace the meta-ish bug, because fixing the condition it describes really depends on fixing other bugs.

Ian, do you and I wanna start divvying these up and if we've got some folks who need stuff to do, re-assign them at the time? I think we both have a pretty good handle on how these can be fixed; we just need to finish discussing if this is all of them or if there are other things we need to validate.

Adding some more recent bugs just for reference, but, really, most of this work was done for 1.6 and there are only two open deps, so let's close this meta; its work is done.
