This should be fixed recurring issues related to cut off in this windows as for example bug #516586

...and it seems to be related only to Windows OS because I see that in my Linux installation, I can resize both windows and I don't see any cut off problem.

Yup, that's thanks to the window manager(s) on Linux probably.
Not sure this is the proper fix to this issue, but it could probably help when it occurs.

...and similar on MAC because bug #516472.
Is this still a problem? At least the Account manager panels are scrollable and resizable today (on Windows too).

Well on mac account settings is but options isn't. Aureliano do you still see this ?

It is on Windows XP Pro SP3. Tools-->Options opens a fullscreen window that can't be scrolled or moved. See my attachment.

Thunderbird preferences now live in a tab (since bug 925746), so these problems are a thing of the past.
