There seems to be a class of bugs (see dependency list) that seem to be because of some code (probably the compositor?) not positioning layers correctly. This should be investigated and fixed, as it results in some really bad behaviour on some websites. See screenshots on bug 732119 and bug 746120 for some glaring examples.
Another aspect of this (maybe a separate issue altogether) is that I think some of these extra layers are messing with the page size reported to Java, and that causes feedback loops where the page size change triggers a repositioning of the viewport which triggers another page size change. This manifests as jitter and/or page shaking.
